Steve Bannon volunteered an interview yesterday to Robert Kuttner of the Left leaning publication American Prospect. Today we hear this was "off the record" (of course it was...). The fact alone that Bannon outed what he did, makes it clear he wanted to send a message. Detraction from the debate on the white ethno nationalist 'clowns' is very unlikely. He indicated to Kuttner he wants to build "an outside coalition of trade hawks that includes left as well as right." The question is if the Democrats are able to come down from their postmodernist moral high ground and prioritize instead the economic interests of the American middle class.
China Trade War

One of us is going to be a hegemon in 25 or 30 years and it’s gonna be them if we go down this path. Bannon went on to describe his battle inside the administration to take a harder line on China trade, and not to fall into a trap of wishful thinking in which complaints against China’s trade practices now had to take a backseat to the hope that China, as honest broker, would help restrain Kim. “To me,” Bannon said, “the economic war with China is everything. And we have to be maniacally focused on that. If we continue to lose it, we’re five years away, I think, ten years at the most, of hitting an inflection point from which we’ll never be able to recover.” Bannon’s plan of attack includes: a complaint under Section 301 of the 1974 Trade Act against Chinese coercion of technology transfers from American corporations doing business there, and follow-up complaints against steel and aluminum dumping. “We’re going to run the tables on these guys. We’ve come to the conclusion that they’re in an economic war and they’re crushing us.”
North Korea
On Korea "they [the Chinese] are just tapping us along. It’s just a sideshow." Bannon said he might consider a deal in which China got North Korea to freeze its nuclear buildup with verifiable inspections and the United States removed its troops from the peninsula, but such a deal seemed remote. Given that China is not likely to do much more on North Korea, and that the logic of mutually assured destruction was its own source of restraint, Bannon saw no reason not to proceed with tough trade sanctions against China. Contrary to Trump’s threat of fire and fury, Bannon said: “There’s no military solution [to North Korea’s nuclear threats], forget it. Until somebody solves the part of the equation that shows me that ten million people in Seoul don’t die in the first 30 minutes from conventional weapons, I don’t know what you’re talking about, there’s no military solution here, they got us.”
Democrats and identity politics
Bannon also slammed the right-wing extremists who protested in Charlottesville: “Ethno-nationalism—it’s losers. It’s a fringe element. I think the media plays it up too much, and we gotta help crush it, you know, uh, help crush it more. … These guys are a collection of clowns.” He added that he welcomed the Democrats’ obsession with the Charlottesville incident, and identity politics in general. “The Democrats … the longer they talk about identity politics, I got ’em. I want them to talk about racism every day. If the left is focused on race and identity, and we go with economic nationalism, we can crush the Democrats.”
Drain the Swamp
But what about his internal adversaries, at the departments of State and Defense, who think the United States can enlist Beijing’s aid on the North Korean standoff, and at Treasury and the National Economic Council who don’t want to mess with the trading system? “Oh, they’re wetting themselves,” he said, explaining that the Section 301 complaint, which was put on hold when the war of threats with North Korea broke out, was shelved only temporarily, and will be revived in three weeks.
Palace infighting
Bannon has big plans to marginalize their influence. “I’m changing out people at East Asian Defense; I’m getting hawks in. I’m getting Susan Thornton [acting head of East Asian and Pacific Affairs] out at State.” But can Bannon really win that fight internally? “That’s a fight I fight every day here,” he said. “We’re still fighting. There’s Treasury and [National Economic Council chair] Gary Cohn and Goldman Sachs lobbying.” “We gotta do this. The president’s default position is to do it, but the apparatus is going crazy. Don’t get me wrong. It’s like, every day.”
In the above video Rich Higgens, the brilliant analyst fired by H.R. McMaster for being too hardline on the Iran deal. His theory on terrorism is the antithesis of the 25 year old lie perpetuated in globalist circles like McMaster's IISS, that if we pretend that Islam is separate from terrorism, we can make Muslims love us. It is precisely those insights and ideas outside the globalist conventional wisdom from which the President must be isolated in the view of the putschists. These people are the victims of their own prejudices. They see Donald Trump is a loud mouthed dunce who doesn't have the intelligence to work this out by himself. They will be disappointed. It could well be that the Donald is playing along with the deception. He has been running circles around his enemies; he's always at least three steps ahead.
⏩ A top official on the National Security Council was fired last month by National Security Advisor H.R. McMaster reportedly after he argued in a memo that President Trump’s administration is under sustained attack from globalists and Islamists. Rich Higgins, a former Pentagon official who served in the NSC’s strategic-planning office as a director for strategic planning was fired on July 21, The Atlantic first reported (source).
The memo, written in late May, described threats to the administration by globalists, bankers, the “deep state,” and Islamists. “Globalists and Islamists recognize that for their visions to succeed, America, both as an ideal and as a national and political identity, must be destroyed,” it said. The memo compared what the Trump administration was facing to a Maoist insurgency. “In Maoist insurgencies, the formation of a counter-state is essential to seizing state power,” the memo said. “Functioning as a hostile complete state acting within an existing state, it has an alternate infrastructure. Political warfare operates as one of the activities of the ‘counter-state.’” (...)
Sources told The Atlantic that Higgins had also pushed to declassify documents having to do with radical Islam and Iran, including Presidential Study Directive 11, produced by the Obama administration before the Arab Spring outlining unrest throughout the Middle East. The report said the memo outlined many of the same ideas he laid out in an interview with the Daily Caller last year (source).
In the interview, he said political warfare includes non-violent and violent actions working in synthesis. He said the left, working with enemy-friendly Muslim Brotherhood allies, is able to control the dominant cultural narrative with the media and the government, blinding Americans in the war on terror and influencing how they think, according to its report. McMaster served at a UK-based think tank financed by a controversial, George Soros-funded group identified by the Obama White House as central in helping to sell the Iran nuclear deal to the public and news media. From September 2006 to February 2017, McMaster is listed as a member of International Institute for Strategic Studies (IISS), where he served as consulting senior fellow. The IISS describes itself as a “world-leading authority on global security, political risk and military conflict.”
The IISS has been supportive of the Obama administration-brokered 2015 nuclear accord with Iran, and the group has repeatedly hit back against charges that Tehran has violated the agreement. McMaster himself has been accused of purging the National Security Council of hardliners on Iran, and he is seen as a leading proponent of the Iran nuclear accord within the Trump administration. This is not a conspiracy. We merely have to look at the facts and connect the dots. There were basically two schools within the White House battling for power and the attention of the President. It is a collision of two world views: liberal globalism versus democratic nationalism, the platform on which the President was elected. Trump got information from both sides and took final decisions based on his own insights. But since last week this is no longer the case. The main area of contention is related to foreign policy, to wit approach towards Russia and the question what to do with the Iran deal. The hardliners on Iran lost, the globalists won the day. But the @realDonaldTrump Twitter timeline remained silent on the subject. We have to take the NYT's word for it, which is laughable given its lies and falsehoods (source).

The United Kingdom will agree to follow all European Union rules after Brexit and keep the nation’s borders open for the duration of the transition period to 2022, with further bad news for fisheries and communities in Northern Ireland as a new agreement was reached in Brussels Monday. The European Union’s chief Brexit negotiator Michel Barnier made the announcement in a joint press conference with Britain’s David Davis in Brussels, where the pair presented what was introduced as a “legal text which constitutes a decisive step” towards a final agreement. Theresa May will form a minority Government to deliver Brexit in the wake of a disastrous election night for the Conservatives which left the UK with a hung parliament. Mrs May failed to secure the 326 seats she needed to form another majority government and will now seek to stay in power with the informal backing of the Democratic Unionist Party. Speaking in Downing Street after outlining her intentions to the Queen at Buckingham Palace the Prime Minister said: "What the country needs more than ever is certainty and having secured the largest number of votes and the greatest number of seats in the General Election it is clear that only the Conservative and Unionist Party has the legitimacy and ability to provide that certainty by commanding a majority in the House of Commons." David Davis flatly dismissed Brussels demands for a £92billion (€100billion) divorce bill today after it emerged Germany, France and Poland had ganged up to inflate the sum. EU negotiators have doubled the charge the UK was thought to be facing in order to cover farm subsidies and plug the giant hole in its budget up until 2020. The numbers have rocketed in part because they are trying to deny the UK a share of billions of pounds of assets across the continent - such as buildings.
Chief negotiator Michel Barnier ratcheted up the pressure again today by warning there would be 'explosive' consequences if Britain does not agree to pay up. He said talks on a trade deal will not start until the principles of the divorce are settled. But the Brexit Secretary gave the new figure short shrift this morning, warning that the British people have not been 'impressed' with Brussels' manoeuvring over recent weeks. European Commission president Jean Paul Juncker said British prime minister Theresa May was "on another galaxy" and "deluded" about Brexit after the two parties had dinner last Wednesday at Downing Street, German newspaper Frankfurter Allgemeine Sonntagszeitung (FAS) reports. A U.K. government spokesperson on Monday said the British government did not recognize the account of the meeting, according to the Reuters news agency. "As the Prime Minister and Jean-Claude Juncker made clear, this was a constructive meeting ahead of the negotiations formally getting underway," the statement said. European Commission sources leaked information of the dinner to FAS, according to the Telegraph newspaper. The article claims May said she believes the U.K. is not legally obligated to pay anything to the E.U. under existing treaties, despite the body's assertion that Britain would owe up to 50 million GBP to fulfill its obligations to the block upon its exit. E.U. representatives also reportedly said May's desire for an early deal on E.U. migrants would not be feasible before June, which was her suggested timeline, and that it would be impossible for the talks to remain confidential. The article in FAS was published in full only in print, and there is no English language version available. When E.U. parties suggested the U.K. could be a "third state" and excluded from the customs union, May reportedly appeared surprised. As May laid out her plans, Juncker reportedly said, "The more I hear, the more skeptical I become," and that "Brexit cannot be a success." She wants a mandate for Brexit negotiations, which may be watered down if she runs on and wins on that basis. Labour were about to change their party rules and oust unpopular socialist leader Corbyn. So May is securing her 5 years while she can now. The Conservatives will likely increase their majority, although they may lose some seats to Lib Dems in the South West too. This could be PM's way of avoiding special elections as cops investigate up to 20 MPs who allegedly broke speaking rules in 2015. UKIP will struggle to find relevance. A Spanish gunship has made an illegal incursion into British waters off Gibraltar amid rising Brexit tensions over the territory. Gibraltar's government said the ship entered territorial waters on Tuesday. A Foreign Office spokesman said: "The Royal Navy challenges all unlawful maritime incursions into British Gibraltar Territorial Waters - and did so again on this occasion." But a spokesman for Spain's foreign ministry denied the claim, saying the ship was in fact in Spain's own territorial waters. It comes a day after Spanish foreign minister Alfonso Dastis told the UK not to "lose tempers" after the EU Brexit negotiation guidelines effectively gave Spain significant power over Gibraltar's future. Last night the House of Lords voted to have a “meaningful” vote on the final Brexit deal secured by the Government, the pound tumbled. Britain’s currency had already been falling against the dollar as the continued uncertainty over the triggering of Article 50 affects growth. Theresa May has just 23 days before a deadline looms that will give the European Parliament an opportunity to prevent the UK from leaving the European Union. New rules which say 14 member states have to agree to Britain leaving will come into force on April 1. Delays which push the triggering of Article 50 into April, such as the Lords intervention, could be disastrous for the economy as it will signal greater uncertainty. (...) European officials are working on a three-step model to smooth Britain’s exit from the European Union, including arrangements for a time-limited transition deal. The EU’s chief Brexit negotiator Michel Barnier has won broad agreement from the other 27 countries, plus MEPs, for his three-phase divorce plan, according to senior diplomats and officials. It would consist of withdrawal, transition and then a “new relationship.” The transition phase would be subject to a number of “sunset clauses” to ensure that Britain doesn’t retain the benefits of membership indefinitely, while the shape of the new relationship would be sketched out by Theresa May in her Article 50 divorce letter due by the end of March. In a speech to EU leaders over lunch at a summit in Brussels on Thursday, the outgoing president of the European Parliament, Martin Schulz, voiced his support: “The three-phase model that the Commission has chosen to base its work on is indeed the right one.”(More)
Last night's resounding 372 Commons majority calling on ministers to trigger Brexit before the end of March must surely put the matter beyond doubt. Indeed, it would be perverse in the extreme if the Supreme Court were now to rule that the timing of withdrawal must go back to Parliament, giving die-hard Bremoaner MPs and unelected peers a chance to sabotage a policy backed by 17.4million voters. As the court's president Lord Neuberger put it before last night's vote, with studied understatement: 'It would be a bit surprising if the Referendum Act and referendum had no effect in law.' Acutely, he added that the average person would think it 'a bit odd' if his court ruled that an Act of Parliament was needed to trigger Brexit, after both Houses had, in his own words, 'ceded authority to the people'. Fingers crossed, his fellow judges may yet come to the same conclusion. The veteran Swedish lawyer told MoneyWeek she was becoming increasingly frustrated at the unnecessary delays in formalising Britain’s European divorce. She said: “Despite my best attempts, everyone has been deaf to the painstakingly simple course for the United Kingdom to take: don’t trigger Article 50 at all. “Second rate lawyers are misleading everyone in the country by insisting that, in order to leave the European Union it is essential to 'trigger' Article 50 in its entirety. "This line has been swallowed whole by the Government, the media and commentators. “It is, however, absolute nonsense.” She claimed Article 50 itself made no mention of the requirement to trigger it to leave, and said the technical aspects could be interpreted by the country’s own constitution.
Ms de Frankopan said: “Since the United Kingdom is singularly fortunate in this situation that there is no written constitution, the UK is clearly free to act in any way it sees fit and proper. “It is important to stress that there is no need for any agreement at all with the EU.” She said the UK held all the power in exit negotiations and claimed Brussels was attempting to bluff its way to a good deal. She said: “Immediately after the UK referendum on 23 June 2016, the president of the European Parliament, Martin Schultz, insisted, the UK government should contact the EU by Tuesday 28 June to indicate its intention to leave. “Why this haste? The Courts are supposed to be a function of the People (hence, a jury of our peers). Parliament is also representative of the People and is therefore secondary. A direct democracy tool like a referendum therefore should outweigh Parliament and the Courts. Not so, says an unelected Judge. This is an attack on democracy.
A hairdresser, a plumber and a former model-turned-philanthropist were behind the lawsuit that upended the British government's plans for leaving the European Union, known as Brexit. Britain's High Court ruled Thursday, agreeing with them that Parliament gets a say in Brexit and that Prime Minister Theresa May can't trigger the process on her own. Nigel Farage has been explaining on a radio show why he decided to step down as leader of UKIP. Much the same reason why the 'outsider' candidate for the Tory leadership, Andrea Leadsom is getting so much abuse. One could argue that thorough scrutiny of her resume is legitimate. But a personal statement extracted by a reporter and lifted from its context, distorted to the effect that women with children are somehow better humans than those without, is a horrible example of the intellectual dishonesty that passes for critique these days on both sides of the aisle.

Theresa May is hardly a sopping Leftie. She defined her tenure as Home Secretary as being tough on terrorists and foreign-born criminals, and the suggestion that she might use EU citizens as a bargaining chip in Brexit negotiations speaks to how ruthless she can be. But May was also the one who called the Tories the “nasty party”. Her instincts are socially liberal; she did not campaign for Brexit. She insists that she will make Brexit happen but, it is implied, will do so in a way that holds the parliamentary Tory party together and, therefore, contains the seeds of compromise. As May is so way out in front in terms of MP support, Leadsom is defined against this pitch. She is playing Donald Trump to May's Jeb Bush. The Left will call her the Tory Taliban, if only because she goes to church. Look at her supporters: John Redwood, Andrew Rosindell, Iain Duncan Smith. (...) What we’re seeing here is the re-emergence of Tory traditionalism. From the point-of-view of the Tory Right, the chance to take control of the party leadership while in the middle of government is Christmas come early. They tried winning the country over while in opposition – recall Hague and Duncan Smith’s disastrous leaderships – but to do so while in power gives them an opportunity to, frankly, bypass the electorate and trial their agenda in office. That way they can prove that it works and, hopefully, build a new electoral coalition in time for 2020.
Conservative lawmakers in Britain are voting Thursday to decide which two candidates should face a runoff to be the country's next prime minister. Andrea Leadsom is emerging in the favorite of the popular vote. This is however not a normal race for the leadership of the Conservative Party. The winner may well be the PM on whom rests the historical task of steering the UK to independence and negotiate a favorable exit deal with the eurocrats. In short, what we are looking for is the classical figure of the statesman. It is lamentable that Boris Johnson buckled under the pressure, as he was probably the only man who had it in him. Myth number one is related to the plunge in the markets. Investors hate change and uncertainty. Behaving much like cattle, the first impulse is to sell. But emotions are not what drives markets on the long run. Actual asset value and realism settle price levels (apart of artificial bubbling, that is). Another lie perpetrated by the globalists is the idea that once Britain (or any other country for that matter) leaves the EU, tariffs and other import duties will automatically ensue. But taxes are imposed by Governments. They are not an Act of God or a force of nature! So, if free countries are punished with these trade barriers, that is the choice of the country that imposes them. In other words, it is the choice of the EU to punish Britain or not. The world to them is an animal farm. The good is proper management of the estate, which their elite schools teach is called Good Governance. As long as the German and French cattle in their custody is treaty equally and are prevented from locking horns, no one has cause for outdated aspirations like Liberty or other such nonsense.
The idea that government is supposed to be in the service of the people or serve a higher, unifying cause like Liberty is anathema to these pragmatic middle managers.
It is however true that these values must come from the grassroots, from the people themselves. Even if injected top down it probably would not work anyway!
Brexit is just the start. We now need to work on the culture and further develop Liberty and other values that bind people together. Opponents who are having trouble with a democratic decision must learn to deal with it, or they don't belong in a democracy.

"We haven't even addressed the fact that Turkey wants to become ever closer union with the EU ... how can you reassure us of staying in the EU and say there are no risks when there are clear risks?"
The campaign for Britain to leave the European Union has taken a 4-5 percentage point lead ahead of a June 23 referendum, according to online polls by ICM and YouGov, sending sterling toward three-week lows against the U.S. dollar. The swing toward "Out" with less than three weeks to go comes as both sides step up their campaigning to try to win over the large number of still undecided voters with warnings over the economy and immigration. The ICM poll of 1,741 people taken June 3-5 showed 48 percent would vote to leave, up from 47 percent a week earlier, while 43 percent would opt to stay, down 1 percentage point from a week earlier. The YouGov poll of 3,495 people on June 1-3 showed 45 percent would opt to leave the EU, up from 40 percent in a comparable poll a month earlier, while 41 percent would opt to stay, down from 42 percent. The poll showed 11 percent of voters were still undecided, down 2 percentage points from a month earlier.

Mayor of London Boris Johnson set the ‘Brexit’ debate aflame yesterday by declaring that he would be campaigning for ‘out’. But his words delivered outside home in North London were very carefully chosen. He nailed his colours to the establishment campaign ‘Vote Leave’ mast – now famed for advocating a “double referendum” and “criminal” tactics to circumvent spending rules. So it was not a surprise then, to hear from long-standing referendum campaigners that they are skeptical that Mr. Johnson’s is actually campaigning to leave the European Union. (...) Vote Leave Campaign Director Dominic Cummings has said that invoking Article 50 (A50) after Britain votes to leave “would be mad”. Brexit campaigners are furious, and are now claiming the “Vote Leave” group has no intention on Britain leaving the European Union:

David Cameron says he will campaign to stay in the European Union having chaired a cabinet meeting detailing the reform plans to ministers.
David Cameron said he would urge Britons to vote in favour of remaining in the EU in a referendum after winning Friday a package of controversial reforms to Britain's ties with the bloc. "This is enough for me to recommend that Britain remain in the European Union," Cameron said after marathon talks with EU leaders in Brussels. Cameron had said he would back a 'Yes' vote in a referendum -- now expected in June -- if he secured a "special status" in the 28-nation EU to curb immigration and safeguard its non-euro economy. European leaders finally sealed a deal on British Prime Minister David Cameron's reforms after hours of haggling at a marathon summit, paving the way for a referendum on whether Britain will stay in the EU.
The cross party Grassroots Out organisation will be hosting a major rally in Westminster, capitalising on the back of the David Cameron’s increasingly shaky “renegotiation”. Around 1000 attendees are set to gather just yards from Number 10 Downing Street at the Queen Elizabeth II Centre in Westminster, where Grassroots Out co-Founders Peter Bone MP, Kate Hoey MP and Tom Pursglove MP will be joined by speakers including David Davis MP and Nigel Farage MEP. Prime Minister David Cameron will hold ‘now or never’ talks on Thursday to keep Britain in the European Union, with the bloc’s 28 leaders suggesting there are only a few obstacles left to a new membership deal. With all sides underlining that there is still work to be done to reach agreement at an EU summit in Brussels, there is also broad consensus that if the bloc fails to agree, they may never come up with a deal to help keep Britain from leaving. Cameron is keen to end the week in Brussels with a deal that he can hail as a victory and then start campaigning to keep Britain inside the bloc before a referendum most officials expect will be held in late June. Tuesday was the day that Cam’s Scam finally unravelled. Britain’s Prime Minister, David Cameron, arrived in Brussels 30 minutes late. It may have worked out better for him if he hadn’t come at all. Expecting to be received like a returning hero, Mr. Cameron went from one bruising encounter to another and neither his deal, nor his ego, came out in one piece. One pasting that he did manage to squirm out of was meeting with UKIP leader and EFDD group leader Nigel Farage in front of other senior MEPs. Cameron bottled it; he knew Nigel would expose his pitiful deal and he turned chicken. The deal would have been ripped apart in an open Conference of Presidents and it would have become clear that even if he wins the referendum, the parliament can and will veto its terms. Nothing in this renegotiated package works for the British people. None of it will be enforceable; he is trying to sell the British people a pup and he was too scared of Nigel being able to expose that.

Cameron wants European leaders at the summit to accept reforms so he can call a June referendum on whether Britain should remain in the European Union. The British leader will hold talks today amid criticism that any reform package could be vetoed by lawmakers after the referendum because it will not be secured by a change in the EU treaty. The meetings come a day after Cameron traveled to Paris for talks with French President Francois Hollande. Cameron’s Downing Street office says the leaders agreed a draft of reforms “provides a firm basis to reach agreement at this week’s summit.” However, Hollande said there is work still to be done to secure a deal.

David Cameron has said the blueprint for Britain's new deal with the EU is enough for him to persuade Britain to "opt in" and added there could be a referendum in just a few months. The Prime Minister said the draft proposals offered "real progress" in each of the four demands he had made of European leaders in his renegotiation of Britain's deal with the EU. He admitted that more work still needed to be done on the details but said during a speech in Chippenham after publication of the proposals that the deal outlined was enough for him to want to stay in the EU. Donald Tusk’s letter to European leaders has confirmed there is only one properly contentious issue in Britain’s renegotiation of its relationship with the EU. Unfortunately, it is the only issue that really matters politically in Britain – the proposal to curb benefits for EU migrants.

CAMERON'S BREXIN CAMP IS "LOSING THE PLOT"
David Cameron's letter setting out his ideas for reforming Britain’s relationship with EU has been sent to the president of the European Council. Tory MPs have termed the content "pretty thin gruel". Europe is watching the developments leading up to the British referendum and eventual Brexit, with baited breath.
Now that the Prime Minister has unveiled his demands – sorry, “objectives” – for EU reform as a condition of Britain retaining its membership, it might have been expected the great debate would have come alive and the In camp, in particular, would find itself re-energised. If anything, the opposite is the case. The dismay of Europhiles, or at any rate the more intelligent ones, is palpable. Of course Europhiles would much have preferred to have no referendum and no negotiations – just ever-closer union, on the model of an imploding neutron star. But since negotiations have been made inevitable by political circumstances, it was important to the In campaign that they should be conducted in a persuasive way, with a cosmetic appearance of tough bargaining, with Britain conceding some points and gaining others, so that the Prime Minister could credibly pronounce himself satisfied and lead a strong campaign against Brexit. Instead, the limp proposals he has put forward are so ineffectual as to brand him a Brussels poodle peddling sham negotiations to convince the British public.
Tory Eurosceptics reject David Cameron's EU reforms, while European Parliament president warns plan may be illegal. David Cameron has put restricting benefits for migrants at the heart of his demands for European Union reform as he kicked off a new phase in the renegotiation process. Setting out four "challenging" goals and insisting a new membership deal must be "legally binding", the Prime Minister said the UK should also be exempted from the commitment to "ever-closer union", get protection from eurozone integration and see improvements in competitiveness. The intervention, in a speech at the Chatham House think-tank, came as Mr Cameron sent a six-page letter to European Council president Donald Tusk spelling out his renegotiation checklist. In the letter, he said he hoped to to get an agreement at the "earliest possible opportunity" but the "priority is to get the substance right". Martin Schulz, the hugely powerful president of the European Parliament, says he thinks David Cameron's plan to restrict migrant benefits could be illegal. David Cameron will say in a speech on Tuesday that leaving the EU is 'not just a matter of jobs and trade but of the safety and security of our nation'. Leaving the European would risk Britain’s economic and national security. The comments risk being dismissed as scaremongering by Eurosceptics. In his Telegraph column today, Boris Johnson – the London Mayor who is tipped by some to want to lead the “out” campaign – warns against listening to those predicting disaster if Britain leaves the EU. Mr Johnson forecasts "torrents of drivel" from "Europhiles in Parliament" about the dangers of leaving the EU. The speech will kickstart the final stage of Mr Cameron’s attempts to reshape Britain’s relationship with Brussels ahead of an in/out referendum on the UK’s membership. Mr Cameron will also tomorrow to write a letter to Donald Tusk, the European Council President, setting out the areas of reform which Britain would like to see. In his speech Mr Cameron will say that the vote – which must be held within the next two years – will be “a huge decision for our country, perhaps the biggest we will make in our lifetimes”. (Source)

Philip Hammond said the letter to Mr Tusk would set out Britain's argument for reform, but would not be "excessively prescriptive," in move which will infuriate Eurosceptics. Speaking to the BBC1's The Andrew Marr Show, he said: "We don't want to be excessively prescriptive at the beginning of the discussion. This letter is not the end of the process, it is the beginning of the process." He warned however that there would have to be "substantive legally-binding change" if the British public were to vote for it in the referendum. Mr Hammond also acknowledged that there would be "big challenges" for the UK if it did vote to leave and that the British people "will not be fobbed off with a set of cosmetic alterations to the way the EU works." He said: "If we were not in the EU we would have to find a different way of promoting our economy. It is not impossible but it would be challenging."
In a speech on Tuesday Mr Cameron will warn fellow EU leaders he has ruled "nothing out" and could support Brexit if the UK’s demands are not seriously considered. He will say: "If we can't reach such an agreement, and if Britain's concerns were to be met with a deaf ear, which I do not believe will happen, then we will have to think again about whether this European Union is right for us. "As I have said before - I rule nothing out. Those who believe we should stay in the EU at all costs need to explain why Britain should accept the status quo. I am clear that there are real problems with this."
There are a number of senior Conservative Cabinet ministers who have already privately given up hope that Mr Cameron will secure the radical changes they believe are necessary to improving Britain’s EU membership.
